不可打消跟单声誉证（公开议付）

公开议付（Unrestricted Negotiation）亦称自在议付。凡公开议付声誉证，通俗来讲在声誉证的议付条目中须注明“公开议付”

（Free Negotiation）字样。

但有的声誉证不载明此字样，而载明“约请”（Invitation）或“发起”（Order）公开议付条目。

开证银行开立的声誉证是经由历程其答应条目（Undertaking Clause）或称包管条目来表达其公开议付的功用。

凡声誉证中列有如下答应条目的，皆为公开议付：

1、本银行（开证银行）向出票人、背书人及合法持票人包管，凡依本声誉证所列条目开具的汇票，于提交时承当付款责任。

We (Issuing Bank) hereby engage with the drawers, endorsersand bona - fide holders of draft(s) drawn under and in compliancewith the terms of the credit that such draft(s) shall be duly honoured on due presentation and delivery of documents as specified.

2、凡依本声誉证条目开具并提醒汇票 ，本银行包管对其出票人、背书人和合法持票人于交单时承兑付款。

Provided such drafts are drawn and presented in accordance withthe terms of this credit, we hereby engage with the drawers, endorsers and bona - fide holders that the said drafts shall be duly honoured on presentation.

3、本声誉证项下签发的汇票并符合声誉证所列条目，则其出票人、背书人、及合法持票人于19＿＿＿＿年＿ 月＿日已往向议付银行提醒议付，开证银行包管于提交票据时付清票款。

We hereby agree with the drawers，endorsers and bona-fide holdersof drafts drawn under and in compliance with the terms of this credit that the same shall be duly honoured on due presentation, and negotiated at the Negotiating Bank on or before, 19＿＿＿。

4、本银行向出票人、背书人及合法持票人默示赞同，凡依本声誉证所列条目开具的汇票，向本银行提醒时。到期即予以付清票款。

We hereby agree with the drawers, endorsers and bona - fide holders of drafts drawn in compliance with the terms of the credit that such drafts shall be duly honoured on presentation and paid at maturity.

约请公开议付的条目系指开证银行或付款银行作出包管或答应，凡汇票出票人、背书人或合法持票人，持有按声誉证所列条目而签发汇票者，付款银行届时予以付款。此条目系付款银行向持票人发出遍及的、公开的、自在议付的书面约请。凡开具公开议付声誉证的银行，通俗来讲系信誉好，手续简练，银行费用较低的银行。

凡签发公开议付汇票的受益人，肯定收取外汇，接纳公开议付体例，对出票人选择议付银行的自在度较年夜，并且收汇结算比较快速和利便。

识别公开议付、限制议付和不许议付诸功用：

凡在声誉证中未注明有关公开议付（Open Negotiation）或限制议付（Restricted Negotiation）字样者，皆视为付款取单的直接声誉证（Straight Credit），不理睬任何银行予以议付，此种声誉证称不许议付声誉证。
